Ukraine's registration runs through DMSU. Work permit first (if employed, obtained by your employer from DSZU), then temporary residence permit, then address registration within 10 days. Use CAS/TSNAP centres where available, they are faster and more convenient than direct DMSU visits.

Temporary Residence Permit (Posvidka na Tymchasove Prozhyvannya)
MANDATORYEU + Non-EUTemporary Residence Permit (Posvidka na Tymchasove Prozhyvannya) in Ukraine: Apply before your current legal stay (visa or visa-free period) expires. Renewals: submit at least 15 working days before current permit expires. CRITICAL 2026 UPDATE: Holders of permits expired since 24 February 2022 must renew by 4 August 2026. Foreign nationals who wish to reside in Ukraine for more than 90 days must obtain a temporary residence permit (posvidka na tymchasove prozhyvannya) from the State Migration Service of Ukraine (DMSU). As of May 2026, Cabinet of Ministers Resolution No. 141 (entered into force 7 May 2026) ended the wartime relief regime under which expired permits were treated as valid for the duration of martial law. All foreigners with expired permits must now renew within 90 days (by 4 August 2026). This applies to all nationalities except Russian Federation citizens.

Address Registration (Reyestratsia Mistsya Prozhyvannya)
MANDATORYEU + Non-EUAddress Registration (Reyestratsia Mistsya Prozhyvannya) in Ukraine: Within 10 days of receiving the temporary residence permit. Within 10 days of obtaining a temporary residence permit, foreign nationals must register their place of residence with the DMSU territorial unit at their address. This address registration is separate from the permit itself. Accommodation hosts (landlords) are legally responsible for ensuring their foreign tenants are registered; failure to register can expose the landlord to administrative liability as well.

Tax Registration and Identification Number (RNTRC / DRFO Code)
MANDATORYEU + Non-EUTax Registration and Identification Number (RNTRC / DRFO Code) in Ukraine: Obtain before starting employment or opening a bank account. All persons working or receiving income in Ukraine need a taxpayer identification number (RNTRC / DRFO code, also known as the individual tax number or ITN). This is issued by the State Tax Service of Ukraine. The number is required for employment contracts, bank accounts, property transactions, and all tax filings. Foreign nationals can apply at any State Tax Service regional office with their passport and residence permit.

Work Permit (For Employed Third-Country Nationals)
MANDATORYNon-EU Citizens OnlyWork Permit (For Employed Third-Country Nationals) in Ukraine: The employer must obtain the work permit before the foreign national begins work. Foreign nationals who intend to work for a Ukrainian employer need a work permit issued by the State Employment Service of Ukraine (DSZU), in addition to the temporary residence permit. The work permit application is submitted by the Ukrainian employer on behalf of the foreign worker. IT specialists employed by Ukrainian companies with qualifying IT status may benefit from a simplified procedure. Note: self-employed persons, business owners, and investors generally do not need a separate work permit but must have the appropriate category of temporary residence permit.

Health Insurance

Ukraine's public healthcare system (the National Health Service of Ukraine, NHSU) provides a basic package of free services to all residents, including foreign nationals with a valid residence permit, via a capitation-based GP system. However, in practice, many services require informal co-payments or are unavailable in the public system; private health insurance is strongly recommended. Health insurance is also a required document for the temporary residence permit application.

Ukrainian Bank Account

A Ukrainian bank account is needed for salary receipts, utility payments, and daily life. Major banks include Privatbank, Monobank (digital), PUMB, Raiffeisen Bank Aval, and OTP Bank Ukraine. Foreign nationals with a valid residence permit and DRFO code can open accounts. Note: some international sanctions and banking restrictions affect certain nationalities, verify with your chosen bank.

Vehicle Registration (MVS Service Centre)
GOOD TO HAVEEU + Non-EUVehicle Registration (MVS Service Centre) in Ukraine: Within 1 year of temporary import or upon establishing permanent residence. Vehicle owners must register with the MVS Service Centre. Foreign vehicles may be used on temporary import for up to 1 year. Beyond this or upon establishing permanent residency, Ukrainian registration is required with customs clearance and OSTSPO insurance.

Permanent Residence Permit (Posvidka na Postijne Prozhyvannya)
OPTIONALEU + Non-EUPermanent Residence Permit (Posvidka na Postijne Prozhyvannya) in Ukraine: Apply after 5 years of continuous legal temporary residence. Foreign nationals who have resided continuously and legally in Ukraine for 5 years on temporary permits may apply for a permanent residence permit. Certain categories (foreign nationals married to Ukrainian citizens, investors, recognised cultural contributors) may qualify earlier. The permanent residence permit is issued by DMSU and does not require renewal.
