EU/EEA citizens can register their residence at the Migration Directorate within 3 months of arrival, though doing so immediately is strongly recommended, since the LNCh issued at that point unlocks everything from banking to tax registration. Non-EU citizens generally arrive on a Type D long-stay visa and convert this into a residence permit after arrival, receiving their LNCh as part of that process. Since the 2026 euro adoption, all government fees mentioned below are in EUR.

Personal Number of a Foreigner (LNCh)

Tax Registration with the National Revenue Agency (NRA)

National Health Insurance Fund (NHIF) Enrolment

GP Registration (Izbor na Lichaen Lekar)

Bank Account (Bankova Smetka)

Company Registration for Business Owners (EOOD/OOD)

Tax Residency Certificate

Apply whenever a foreign tax authority, employer, or bank requires proof of your Bulgarian tax residency for a given tax year. A separate application is needed per country and per tax year. A Tax Residency Certificate confirms to a foreign tax authority or bank that you are a Bulgarian tax resident, allowing you to claim relief under one of Bulgaria's more than 70 double tax treaties, for example to reduce withholding tax on foreign dividends, interest, or royalties, or to avoid double taxation on employment income. Bulgaria has no special non-domiciled or remittance-based tax regime; the certificate simply documents standard Bulgarian tax residency, established either by the 183-day physical presence rule or by having your centre of vital interests in Bulgaria. It is issued under Art. 88 of the Tax and Social Security Procedure Code (DOPK).

Driving Licence Exchange (Smyana na Shofyorska Knizhka)

Vehicle Registration (Registratsiya na Avtomobil)
