Key Registrations & Procedures

Population Registration (Folkbokföring)

Swedish Tax Agency (Skatteverket)

Deadline: Register within 1 week of arrival if staying over 1 year. For stays under 1 year: no registration.
Processing Time: 2–8 weeks processing. Personnummer (personal number) assigned and sent by post.

Required Documents:
  • Valid passport (ID card often NOT sufficient)
  • Proof of employment — employment contract or employer certificate (arbetsgivarintyg) showing employment for at least 1 year OR proof of self-employment OR proof of studies for at least 1 year
  • Proof of address — rental contract (hyresavtal) or housing certificate
  • Marriage certificate (if applicable — original + Swedish translation)
  • Birth certificates for children (if applicable)
  • Completed registration form (SKV 7028 — available at Skatteverket or online)

Skatteverket offices. Stockholm: main office at Lindhagensgatan 76. Göteborg: Rosenlundsgatan 8. Malmö: Djäknegatan 2. Book appointment online at skatteverket.se/boka.

If You Don't Do It:

No direct fine, but without folkbokföring and a personnummer, you may not be able to access Swedish healthcare, open a Swedish bank account (critical!), get a BankID (digital identity), sign phone contracts, or access most Swedish services. Sweden runs on the personnummer.

Regional Variations: Same rules nationwide. Stockholm has the longest processing times. Smaller cities can be faster.

Personnummer (Personal Identity Number)

Skatteverket (assigned during folkbokföring)

Deadline: Assigned during population registration — no separate application
Processing Time: 2–8 weeks. Sent by post to your Swedish address. For shorter stays: samordningsnummer (coordination number) may be assigned instead.

Where to Do It:

Assigned by Skatteverket during folkbokföring. The 12-digit personnummer (YYYYMMDD-XXXX) is your identity in Sweden. Keep it safe — it's used for everything.

If You Don't Do It:

May not be able to open a bank account, get BankID, access healthcare (vårdcentral), sign a gym membership, or do almost anything in Sweden without a personnummer. It is the single most important number in Swedish daily life.

Coordination Number (Samordningsnummer)

Deadline: For stays under 1 year: employer applies for this on your behalf
Processing Time: 2–6 weeks

📅Appointment: Employer handles application. You may need to visit Skatteverket for identity verification.
Required Documents:
  • Valid passport
  • Employer application (employer submits to Skatteverket)
  • Employment contract
Where to Do It:

Employer applies to Skatteverket. You may be asked to visit a Skatteverket office to verify your identity in person (bring passport).

If You Don't Do It:

May not be able to be paid or taxed correctly without it. A coordination number has limitations compared to personnummer — you may not be able to get BankID, which makes daily life significantly harder.
