Latvia uses the euro, so fees in this guide are in EUR. From 1 January 2026, Latvia introduced a new personas kods format that no longer encodes a recognisable date of birth in its first six digits, this matters because some legacy banking and e-service systems still validate the old DDMMYY-based format and may reject new-format codes outright. Also from 1 January 2026, standard access to VID's EDS (the Electronic Declaration System for tax filing) requires a qualified electronic identification tool such as Smart-ID (qualified tier), a Latvian eID card, or eParaksts mobile, plan for this when setting up your tax registration.

Registration Certificate (EU Citizens)

EU/EEA and Swiss citizens who plan to stay in Latvia longer than 90 days must request a certificate of registration of an EU citizen from PMLP. Residence Permit (Non-EU Citizens)
MANDATORYNon-EU Citizens OnlyResidence Permit (Non-EU Citizens) in Latvia: Apply before your visa-free stay or current visa expires; submit well in advance given the document-heavy 2026 requirements. Non-EU/EEA citizens who plan to stay in Latvia longer than 90 days need a residence permit (temporary or permanent) issued by PMLP/OCMA. From 2026, updated rules apply: applicants need a passport valid for at least 18 months at submission, two recent photographs (35x45mm), a medical certificate issued no earlier than 30 days before submission, a criminal record certificate covering the last 60 months with apostille, health insurance of at least EUR 30,000, proof of financial solvency for the last 6 months, and confirmation of housing in Latvia. The personas kods is allocated upon receipt of the residence permit, a visa alone does not grant one.

Personal Identity Number (Personas Kods)

Declaration of Residence (Deklaret Dzivesvietu)
MANDATORYEU + Non-EUDeclaration of Residence (Deklaret Dzivesvietu) in Latvia: Declare your address as soon as your registration certificate, permanent residence certificate, or residence permit is issued, this can be done on the spot at PMLP at the same time, or separately afterward. Declaring your place of residence (deklaret dzivesvietu) is a separate step from obtaining your personas kods. EU citizens who received a registration certificate or permanent residence certificate, and non-EU citizens or stateless persons who received a residence permit, must declare their address with PMLP's Office of Citizenship and Migration Affairs (OCMA) or the relevant local government declaration institution. Since 1 July 2021, you may also indicate one additional address (in Latvia or abroad) when declaring.

Tax Registration with VID (State Revenue Service)
MANDATORYEU + Non-EUTax Registration with VID (State Revenue Service) in Latvia: Set up EDS access as soon as your personas kods is active, particularly if you are self-employed and need to file VAT or income declarations. The State Revenue Service (VID, Valsts ienemumu dienests) administers income tax, VAT, and social contributions in Latvia. For individuals, the personas kods (without the hyphen) doubles as your tax identification number, no separate TIN is issued. However, accessing VID's Electronic Declaration System (EDS) for filing returns requires its own setup, and from 1 January 2026, standard EDS access requires a qualified electronic identification tool: Smart-ID (qualified tier), a Latvian eID card, or eParaksts mobile.

Health Insurance Registration (National Health Service)

Non-EU residence permit holders (temporary): maintain private health insurance of at least EUR 30,000 throughout the validity of the temporary permit. The National Health Service (NVD, Nacionalais veselibas dienests) administers Latvia's state-funded healthcare system. Coverage is generally tied to making social insurance contributions (employees are covered automatically through payroll). EU citizens can use their EHIC for temporary cover while their status is established. Non-EU residence permit applicants (other than for permanent residence) must hold private health insurance with at least EUR 30,000 coverage as part of their permit application; this requirement is dropped once permanent residence is granted.

Self-Employed Registration with VID

GP Registration (Gimenes Arsts / Family Doctor)

Bank Account (Bankas Konts)

EU Long-Term Resident Status
