The address card (lakcimkartya) is Hungary's pivot document, nearly everything else depends on it. EU citizens with a registration certificate and address card can typically get a tax ID within 1-2 business days, with the TAJ card following in 8-15 days. Non-EU citizens must wait for their residence and work permit first; once in place, tax ID and TAJ applications proceed with a typical wait of 2-4 weeks. The TAJ card itself usually expires alongside your residence permit and must be renewed whenever the permit is renewed, a detail that catches many non-EU residents by surprise.
Key Registrations & Procedures
Registration Certificate (EU Citizens)
MANDATORYEU Citizens OnlyRegistration Certificate (EU Citizens) in Hungary: Register once your stay exceeds 90 days. EU/EEA and Swiss citizens have free movement in Hungary and do not need a visa or residence permit. However, once you have been in Hungary for more than 90 days, you must register your stay at the local immigration office and receive a registration certificate (regisztracios igazolas). This is issued by the National Directorate-General for Aliens Policing (OIN, Orszagos Idegenrendeszeti Foigazgatosag).
- Valid passport or EU/EEA national ID card
- Proof of the basis for residence: employment contract or payslips (workers), enrolment certificate (students), or proof of sufficient funds and comprehensive health insurance (self-sufficient persons)
- Proof of accommodation in Hungary

- Flatio: Furnished mid-term rentals with flexible contracts. Useful for securing an address before committing to a long-term lease.
Residence Permit (Non-EU Citizens)
MANDATORYNon-EU Citizens OnlyResidence Permit (Non-EU Citizens) in Hungary: Apply for the Type D visa before travelling to Hungary; submit the residence permit conversion application within the visa's validity period after entry. Non-EU/EEA citizens follow a two-step process: first, apply for a Type D long-stay visa at a Hungarian embassy or consulate in your home country; then, after entering Hungary on that visa, convert it into a residence permit for the relevant purpose (employment, study, family reunification, etc.), processed by the OIN.
- Valid passport with sufficient remaining validity
- Type D long-stay visa
- Category-specific documents: employment contract, university admission letter, business registration, or family relationship documents
- Proof of financial means, for students, approximately HUF 200,000/month (roughly EUR 500)

The lakcimkartya (address card) is Hungary's official proof-of-address document and the pivot for almost every subsequent registration: tax ID, TAJ social security card, bank accounts, employment, leases, and company registration all require it. EU/EEA citizens must first register their residence (if staying over 90 days) before getting an address card; non-EU citizens receive it with or following their residence permit issuance.
- Valid passport or national ID card
- Registration certificate (EU citizens) or residence permit (non-EU citizens)
- Proof of accommodation: rental contract, property ownership document, or the property owner's declaration of accommodation (befogadoi nyilatkozat)

The adoszam (tax identification number, also called adoazonosito jel) is mandatory for residence, employment, business activities, and purchasing real estate or a vehicle in Hungary, regardless of citizenship. With a registered address card, EU citizens can typically obtain a tax ID within 1-2 business days; non-EU citizens must wait until their residence permit is in place. Tax IDs are issued by the National Tax and Customs Administration (NAV, Nemzeti Ado- es Vamhivatal).
- Valid passport or national ID card
- Address card (lakcimkartya)
- Residence permit (non-EU citizens)
- If no address card is available: a special form must be completed and the application depends on a special NAV department

The social security card (Tarsadalombiztositasi Azonosito Jel, TAJ) is Hungary's health insurance identifier, used to access public healthcare, see a GP, and collect prescriptions. In practice, a TAJ card can only be obtained if you have an employer and a valid employment arrangement.
