Registration of Place of Residence

Deadline: Register within 30 days of arrival
Processing Time: Same day to 3 business days

📅Appointment: Walk-in at TSNAP centers in most cities. In Kyiv, appointments recommended via online queue system.
Required Documents:
  • Valid passport with entry stamp or visa
  • Completed registration application form
  • Document confirming accommodation (rental contract, hotel booking, or host invitation letter)
  • Migration card (issued at border crossing)
Where to Do It:

TSNAP (Центр надання адміністративних послуг) in your city or district. In Kyiv: multiple locations across districts. In Lviv, Odesa, Kharkiv: central TSNAP offices.

If You Don't Do It:

Fines of approximately UAH 1,700–3,400 for failing to register. Without registration you may not be able to open a bank account, get a local SIM card, or access non-emergency government services.

Regional Variations: Same process nationwide. TSNAP centers in major cities tend to have English-speaking staff. Rural areas may require Ukrainian language support.

Temporary Residence Permit (Посвідка на тимчасове проживання)

State Migration Service of Ukraine (DMSU)

Deadline: Apply before visa-free 90-day period expires, or within validity of your visa
Processing Time: Up to 15 business days processing. Permit valid for 1 year, renewable.
💰Fees: Approximately UAH 1,073 (government fee) + UAH 305 (card issuance)
📅Appointment: Appointment required at territorial DMSU office. Book via dmsu.gov.ua or in person.
Required Documents:
  • Valid passport (with at least 6 months remaining validity)
  • Completed application form (Form 1)
  • Two passport-sized photos (3.5×4.5 cm)
  • Proof of purpose of stay (employment contract, enrollment letter, family reunification documents)
  • Proof of accommodation (registration or rental agreement)
  • Health insurance valid in Ukraine
  • Proof of sufficient financial means (bank statement)
  • Medical certificate confirming no infectious diseases
Where to Do It:

Territorial office of the State Migration Service (DMSU) in the region where you are registered. In Kyiv: DMSU Main Office, vul. Volodymyrska 9. Regional offices in all oblast capitals.

If You Don't Do It:

Residing without a valid permit after the visa-free period may result in fines of approximately UAH 3,400–5,100 and possible deportation. Overstaying may result in entry bans.

Regional Variations: Same process nationwide. Kyiv and Lviv offices handle the highest volume. Processing times may vary by region.

Tax Identification Number (IPN — Ідентифікаційний номер)

State Tax Service of Ukraine (DPS)

Deadline: Required before starting employment or opening a bank account
Processing Time: 5–10 business days. IPN is issued as a paper certificate.

📅Appointment: Walk-in at local tax office. Some offices accept online applications via tax.gov.ua portal.
Required Documents:
  • Valid passport with notarized Ukrainian translation
  • Registration of place of residence in Ukraine
  • Completed application form (Form 1ДР)
Where to Do It:

Local office of the State Tax Service (DPS) based on your registered address. In Kyiv: DPS offices in each district. Available in all oblast capitals and major cities.

If You Don't Do It:

No direct fine for not having an IPN, but without it you may not be able to be legally employed, open a bank account, sign a rental contract, or conduct most financial transactions in Ukraine.

Regional Variations: Same process nationwide. Kyiv offices tend to be busiest. Some regional offices may require documents in Ukrainian only.

Bank Account Opening

Commercial Banks (PrivatBank, Monobank, PUMB, etc.)

Deadline: No deadline — open when needed for employment or daily transactions
Processing Time: Same day for basic accounts at most banks. Full accounts may take 1–3 business days.
💰Fees: Free to approximately UAH 200 depending on bank and account type
📅Appointment: Walk-in at most banks. Monobank operates entirely via mobile app.
Required Documents:
  • Valid passport
  • Tax Identification Number (IPN)
  • Registration of place of residence (some banks require this)
  • Ukrainian phone number (for mobile banking)
Where to Do It:

Any branch of your chosen bank. PrivatBank has the largest network nationwide. Monobank is fully digital (app-based). PUMB, Raiffeisen Bank, and OTP Bank also serve foreigners.

If You Don't Do It:

No penalty. However, without a bank account, receiving salary, paying rent, and conducting daily transactions becomes difficult. Many Ukrainian services require a local bank card.

Regional Variations: Major banks operate nationwide. In western Ukraine (Lviv, Ivano-Frankivsk), staff may speak some English. In Kyiv, most major bank branches have English-speaking staff.
