Key Registrations & Procedures
Declaration of Place of Residence
- Valid passport or EU/EEA national ID card
- Property owner's written consent for address registration
- Rental contract or property ownership documents
- Completed declaration form (available at Seniūnija or online at epaslaugos.lt)
Local Seniūnija (Eldership office) in your municipality. In Vilnius: district Seniūnija offices. Online via epaslaugos.lt with Lithuanian electronic signature.
Fines of approximately €30–€90 for late declaration.
EU Citizen Residence Permit (Temporary)
- Valid passport or EU/EEA national ID card
- Proof of declared residence in Lithuania
- Proof of employment (work contract) OR proof of self-employment OR proof of sufficient funds (~€400/month) and health insurance
- Passport-sized photo
- Completed application form (download at migracija.lrv.lt)
Migration Department offices — main office in Vilnius: Saltoniškių g. 19. Also in Kaunas, Klaipėda, Šiauliai, Panevėžys.
Fines of up to approximately €300 for residing without a valid permit after 3 months.
Personal Code (Asmens kodas)
- Same documents as residence permit application
Assigned at Migration Department. The 11-digit code is your identifier for all Lithuanian systems (tax, healthcare, banking).
Without a personal code you may not be able to register for the tax authority (VMI), access healthcare (SODRA), open a bank account, or sign an employment contract.
