Digital and Population Data Services Agency (DVV)

Deadline: Apply when registering residence. Required for stays over 3 months.
Processing Time: 1–3 weeks after registration. Home municipality registration takes up to 1 week additionally.

Required Documents:
  • Valid passport or EU/EEA national ID card
  • Proof of residence registration or Migri registration receipt
  • Proof of address in Finland — rental agreement

  • Completed basic data form (available at DVV office or online)
Where to Do It:

DVV service points — Helsinki (Lintulahdenkuja 2), Turku, Tampere, Oulu, and other cities. The identity code is assigned during home municipality registration (kotikunta).

If You Don't Do It:

No direct fine, but without a henkilötunnus you may not be able to access Finnish healthcare (Kela), open a bank account, get a phone contract, or be employed.
