Police and Border Guard Board (PPA)

Deadline: Register within 3 months of arrival for stays exceeding 3 months
Processing Time: 1–2 months for processing. Temporary certificate issued on application.
💰Fees: €25 (state fee for residence registration)
📅Appointment: Appointment required at PPA service points (book online at politsei.ee).
Required Documents:
  • Valid passport or EU/EEA national ID card
  • Proof of address registration in Estonia
  • Proof of employment (employment contract registered in Employment Register) OR proof of self-employment OR enrollment in educational institution OR proof of sufficient funds (at least €221/month) and health insurance
  • Passport-sized photo (35x45mm)
  • Completed application form (online at politsei.ee)
Where to Do It:

PPA Service Bureau — main office in Tallinn at Pärnu mnt 139. Also in Tartu, Narva, Pärnu, Jõhvi. Book appointment online.

If You Don't Do It:

Fines of up to approximately €400 for residing without registration after 3 months. May affect future residence applications.
