Residence Registration
Deadline: Register within 1 month of arrival
Processing Time: Same day if done in person. Online registration processed within 3 working days.
Fees: Free
Appointment: No appointment needed. Walk-in or register online.
Required Documents:
- Valid passport or EU/EEA national ID card
- Proof of address — rental contract or owner consent
- Completed registration form (available online at eesti.ee or at local government office)
Where to Do It:
Local municipality office (Linnavalitsus in cities, Vallavalitsus in rural areas). In Tallinn: Service Bureau, Vabaduse väljak 7. Can also register online via eesti.ee with Estonian digital ID.
If You Don't Do It:
Fines of up to approximately €200 for late registration. Without address registration you may not be able to access public healthcare or other government services.
Regional Variations: Same process nationwide. Tallinn has the most volume.
