Key Registrations & Procedures

Registration Certificate (MEU1)

Civil Registry and Migration Department (CRMD)

Deadline: Apply within 4 months of arrival for stays over 3 months
Processing Time: 1–3 months processing. Temporary receipt issued on application day.

📅Appointment: Appointment required — book online or by phone through CRMD.
Required Documents:
  • Valid passport or EU/EEA national ID card
  • Completed MEU1 application form (download from CRMD website)
  • Proof of address — rental contract (stamped by Inland Revenue) or title deed
  • Proof of employment (work contract) OR letter from employer OR proof of self-employment OR proof of sufficient resources and health insurance
  • 2 passport-sized photos (recent, white background)
  • Copy of EHIC or private health insurance
Where to Do It:

CRMD offices — main office in Nicosia (Kastelliotissa Building). District offices in Limassol, Larnaca, Paphos, and Famagusta. Heavy queues common; arrive early.

If You Don't Do It:

Fines of up to approximately €2,563 for failing to register. Without it, you may not be able to access Cypriot social insurance (GESY) or get a tax number.

Regional Variations: Same process across all districts but Nicosia handles the highest volume and longest waits.

Tax Identification Code (TIC / ΑΦΜ)

Tax Department (Ministry of Finance)

Deadline: Required before starting employment or receiving income in Cyprus
Processing Time: 1–2 weeks. Can be expedited if employer applies on your behalf.

📅Appointment: No appointment needed. Walk-in at district Tax Offices.
Required Documents:
  • Valid passport or ID card
  • Registration certificate (MEU1) or application receipt
  • Proof of address
  • Employment contract or company registration (if self-employed)
  • Completed TIC application form (available at the Tax Office)
Where to Do It:

District Tax Offices — Nicosia, Limassol, Larnaca, Paphos. Main office: Ministry of Finance, 1439 Nicosia.

If You Don't Do It:

May not be able to be legally employed or pay taxes without a TIC. Employers face penalties for hiring workers without one.

Social Insurance Registration

Social Insurance Services (Ministry of Labour)

Deadline: Register when starting employment — employer usually handles this
Processing Time: Immediate upon employer registration. Social insurance number issued within 1 week.
💰Fees: Free (contributions deducted from salary: 8.3% employee, 8.3% employer)
📅Appointment: No appointment needed for enquiries. Employer handles registration.

Where to Do It:

Social Insurance Services district offices. Main office: 7 Lord Byron Avenue, 1465 Nicosia. Also offices in Limassol, Larnaca, Paphos.

If You Don't Do It:

Employers face heavy fines for not registering employees. Without social insurance you are not covered for sickness, maternity, or pension benefits.
